Norfolk Casino construction Project Moves Forward

(Norfolk).- Norfolk’s long-anticipated casino development is finally moving ahead. On Tuesday, Norfolk City Council approved a lease agreement with Boyd Gaming, paving the way for construction to begin.

Ron Bailey, general manager of the interim casino, confirmed that the temporary venue is on track for a November opening. He assured that, unlike in past years, the project will stay on schedule. “We’re confident we’ll deliver the interim casino and keep the permanent project moving forward,” Bailey told 13News Now.
Boyd Gaming joined the project in 2024, reviving a plan that has been part of the city’s vision since 2019. Partnered with the Pamunkey Indian Tribe, the company aims to boost the Hampton Roads economy and bring new entertainment opportunities to the region.
The lease approved by City Council allows Boyd Gaming to use nearby land for parking and construction staging, marking a major step in development. “The journey begins with the interim gaming hall,” said Bailey.
The partners are mandated to open the interim casino by November 15, and Bailey confirmed that work is already ahead of schedule. He also noted that the full-scale casino is expected to open by late 2027.
“There’s a lot of progress on site — hundreds of concrete piles are being installed to build the foundation,” Bailey explained. “We wouldn’t be involved in this project if we didn’t believe we could deliver it on time. This is just the beginning of something special for the community.”
The interim casino will create 75 new jobs in Norfolk and feature 130 slot machines, offering a preview of what’s to come when the permanent casino opens in two years.
